DANIEL 8:21B THE GREAT HORN BETWEEN HIS EYES

CHAPTER 21 B



During this lesson, we will look at the role of Satan’s imposter covenant agreement he tries to make with the world at the close of time.


Spiritually, the King of Grecia is the king of the Gentile world or Satan. See previous studies from Daniel 8:5 on the spiritual meaning of Greece from the Bible.


Spiritually and for our purposes, the question could be asked who is king of the Gentile world or the world that does not know God? The first king of the Gentile world would be Satan. Christ calls him the Prince of this World.


John 12:31 Now is the judgment of this world: now shall the prince of this world be cast out.


John 14:30 Hereafter I will not talk much with you: for the prince of this world cometh, and hath nothing in me.


John 16:11 Of judgment, because the prince of this world is judged.


His name in Hebrew is Abaddon and in Greek is Apollyon which means destroyer.


Revelation 9:11 And they had a king over them, which is the angel of the bottomless pit, whose name in the Hebrew tongue is Abaddon, but in the Greek tongue hath his name Apollyon.


That we are talking about Satan directly and are looking at him as He is represented by the He-goat can be verified also by the words of Daniel 8:19 which speak of “the last end of the indignation”. The only description of an angry or indignant character in Daniel 8 is the He-goat. Comparing scripture with scripture, in the book of Revelation, there is only one angry power opposed to Christ at the close of time and that is the dragon or Satan.


Go back and review the study on the great horn of Daniel 8:5 and the word notable regarding this horn.


This horn is unique in that it is striking in appearance. It is a NOTEABLE revelation or compact: meaning an agreement, or covenant. A covenant is a contract or agreement between two or more parties. In Hebrew and Christian thinking we make covenant relationship with God, like a marriage. And that covenant rightly understood is the acceptance of the soul to the gospel or revelation of Jesus Christ.


In the Bible there are good covenants made with God such as baptism, the Ten Commandments being covenants of new birth and life. The example of God’s Ten Commandment covenant is below.


This first covenant in Exodus 19 had a weakness because sinful man did not keep it and kept on sinning. Man needed a Man Who would stand strong to keep the Holy Law of God and Who also could save them. And so, God sent Christ, the Mighty Man. Christ was the man who did indeed obey God’s voice and keep His covenant. He was indeed a peculiar treasure to God above all people. He was the Man who had no sin and Who trusted God and obeyed Him even to the death of the cross in perfect love to save the sinner. In this covenant relationship with man based on the merits of a righteous Savior, God graciously brought us into a relationship with Himself that will never end.

However, it is interesting that this word “notable” in Daniel 8 is used in relation to a power or horn, which, directly opposes God's will in that he destroys two horns or powers of the kings of the Medes and Persians concerning freedom for His people to worship Him and to have a government under God.


In the Bible there are covenants made with evil powers, covenants of death. Less talked about perhaps are the covenants with evil. These covenants do not hold water but are worthless lies.


Isaiah 28:15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:

16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.

17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.

18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.


Instances of the devil working to make a covenant by lying and subtilty are as follows:



In the example above, Satan gets into Eve’s head or thinking as he directly opposes God’s Word placing his word above God’s and so placing himself above God. The serpent tempts her to enter a covenant with himself by eating the forbidden fruit promising her life eternal. The sad thing is, Eve already had eternal life by her Creator, but by eating she transferred her allegiance from God to Satan or by whom she chose to accept and believe essentially divorcing herself from God the Life Giver.


Satan also tried to make a covenant with Christ.



Again, as though he had created the world, the devil tried to place himself to be God. In this case, Jesus admonished him. If Satan had succeeded, our salvation would have been negated. Death would have remained the lot of the human family. Satan would have ruled in opposition to God.


The words of Daniel 8:5 “between his eyes” are significant also in Hebrew thought for a thing of prominence, like the heart of the landscape, or it is also symbolic of the seat of thinking. And in Hebrew it was symbolic of keeping the covenant of God in their thinking or heart. But in the case of this horn there is a different agreement or covenant in the heart, a covenant in opposition to God.


There are instances throughout the Bible where Satan uses mediums or instrumentalities to work through. One of those cases is the prophecy in Daniel 7 where the Bible states the Little Horn power speaks great words “against the Most High” and “thinks to change times and laws”.

Look at the descriptions of this horn. He is described as a man who blasphemes God by speaking as if he were God. He also makes war with the people of God.

Daniel 7:8 I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.


The Bible tells us the wicked one will literally take God’s covenant law and attempt to speak it as if it were his own. He intends for the world to bow in obedience to himself as if he were God.

Today, just like with Eve and with Christ, Satan wants to be worshipped as God. Since Christ kept his Fathers will or covenant, Christ as a man, through His own righteousness, forever sealed the covenant promise to man. The covenant still stands! Satan could not destroy that. So, plan B, Satan devised to use earthly, human powers to make an apparent change in the will or covenant of God. In the case of the Little Horn power of Daniel 7 which is the same as in Daniel 8 and Revelation 12 & 13, Satan used this blasphemous power for 1260 years to bring about a false covenant with man and to tear down the institutions or covenants of God, changing “times and laws”. A time change included stealing the Lord’s Day as his own and setting aside the Sabbath of creation week and putting in its place another day of the week, the first day or Sunday for worship of the Creator. The papal power also boldly substituted and changed individual commands or laws within the ten commandments of God. The gift of salvation, Satan through the papacy, sold for gain to build an earthly pompous kingdom. And to maintain supremacy, Satan endeavored to keep this false covenant in the hearts of the human race, essentially divorcing humanity from God or breaking the true covenant relationship with God.


In the New Testament this Little Horn power is known as the “man of sin” of 2 Thessalonians 2 and as the Leopard-like beast of Revelation 13.


Look at the Bible warning.


So, from our studies, the “man of sin” has already been revealed as being the papacy. However, the Bible warns us that the “Lamb-like beast, which we have discovered representing the United States of America, will eventually exercise the same power as the Leopard-like beast or Man of sin of Revelation 13 and 2 Thessalonians 2 and will speak like a dragon (deceptively at first and forcefully in the end). Through a popular vote, Protestant America will give her powers of religious liberty and civil liberty away. Once she does this, she gives power to the image of the Leopard-like beast to live again. The great Protestant Reformation is over. There is no land of freedom of religion or civil freedom to help the world in this crisis. And there will be a covenant or agreement made with the devil. To secure temporal life, people will sell their soul to Satan thinking they are doing it for Christ because of Satan’s lies. Notice it is about worship. Just as with God’s covenant law, this is a mark in the forehead or hand representing the seat of our thoughts and actions. If we choose to believe the lie, we receive the mark. If we choose to act and worship the image of the beast, we receive the mark. The mark is the notable covenant made with Satan.

But Scripture also tells us that this is a test for the world. Will we choose Christ or Satan? Who is supreme ruler of your heart? The one who provides lies as a refuge or the One Who Himself is the Covenant of truth and life. As you read the verses below compare our Mighty God and the free republic and land He has provided for us as refuge from persecution and totalitarian government. This scripture can be applicable to the situation of the United States of America.
